Looks specific chip. Generally ID for AT26DF161 should be 1F Atmel, 46 00 AT26DF161
Willem SW and my utility return ID command result 1E 90 08 .
Similar ID reply I found for Atmel AtTiny 1x range, 1E Atmel, 90 xx
Here conclusion - your chip is very early revision ?! Can you read year stamp from chip body ?
Is it your chip AT26DF161 really ?
Not all SPI chip SW commands can be granted. Not typical chip status reply 0x18, 00011000.
Try read chip . Save. Run again Verify - to be sure read is stable.
Look in buffer , file content. Is it realistic ? Send copy to my mail.

Go Test H/W. Activate 32-Vcc. Measure voltages socket 25Cxx pin 8 , pin5 .

What are your read results ?
Some users reported voltage issues with SPI chips.
Add in BC557 output another diod - 3 diods to have ~2.9V on the SPI chip Vcc
Add in 78L05 output one diod . Take out one diod 4001 pin, and add serial another diod. 4001 close to 93C socket. Here 2 diods for programmer logic, to have logic levels down from 4.3 to 3.6.
Recheck voltages in Test HW . Repeat ID tests with Willem SW and my utility.
