No Vpp on dual powered willem

Hi all,
I have this dual powered willem:

But now there is no Vpp, mesured Vpp in Test HW and there is no reading 0v.
Can anyone help me to figure this out.

Check is jumper set down left from dipswitch panel.
Get PCB3b schematic and layout.
Find Vpp switch (BC557/BC327) and check voltage on emitter. Possible transistor failure.

J3 Vpp is set correctly at 2-3
My pcb has only two types of transistors, S8050 D 128 for Q2,Q5,Q1 and S8550 D 126 for Q3,Q4.
Read Vpp Switch transistor wich i think is Q4 and emitter is at 22,20V.
