27c010 will read fine but wont program !

hi guys having problems doing these chips
and them being OTP is a pain

so i believe i can swap this chip for a 29f010

so ordered some of them

but why wont my pcb5 willem flash the blank ones i have ???

i have selected the correct chip from the device

i have tried in the on board plc32 socket and in my adapter i have also
both read fine no problems
both blank check fine (blank ok)

but when i try to flash error straight away !!!

any ideas ??

ill include a couple of pics of my willem so you can see how its setup
im thinking the jumpers are setup right
ive tried with both usb and external 12v power supply

software versions tried 0.97ja & 98d12c3
