Sivava Willem Eprom Programmer V50B issue

I have been messing with this Willem eprom burner I got on the cheap and I am having issues with it. no matter what I do, I only get "Hardware Error: Check Power and Connection"

I have it connected to the wall through a 12V power supply (jumper properly placed), the bottom jumpers are done as shown in the software. I have the Parallel port set to full in the bios (ECP I believe), and its on 378. Its an integrated parallel port, not some PCI card, if that helps. I am running 0.98D12 software on Windows 7 64 bit in XP mode (virtualization).

What am I doing wrong?

Bios settings usually Normal or EPP.
Unknown 64bit PC behaviour , even in XP mode.
Read some resources here, search more in google with 64bit willemCheck programmer in Test H/W mode. Is any signal acting (voltage) ?

all it says is "Hardware Error: Check Power and Connection". All the lights come on the device except for the VPP, and some are on even without the power adapter plugged in.

Seems PC problem

LPT port in ECP mode, cannot drive Vpp. Change to EPP or Normal.
What is Test H/W mode results. Activate signal D0 and check voltage changes on related paralllel port pin.

I got the burner going on an old Toshiba laptop (so old, it has a mouse nipple), and I am curious. I am using 27C010 eproms, and the software is having no issue writing to them multiple times without erasing. I thought eproms had to be erased each time before they were written.

You can overwrite same content.
In order to write new file chip should be erased.
