read data from eprom 27c512

Hi , when i try to read the eprom , the answer is casual values,for example:04 ,16,24... for all the buffer.This happens whether the eprom is connected or not. I tried all the adresses and datas manually,one by one,with the software and they're all correct. I tried to program pic and it seems to work.Can you help me?

There's an error in the programmer's project: we have to set the A jumper on the adapter to read the eprom 27c512. To program it,instead,we have to set the B jumper

4.5, I think the error is in the adapter
