Programmer hardware problem

Hi ezo
I made my programmer and try to test it but none of address buss work correctly
I mean I do not have any voltages on pin A-22 to A-0
In addition, when I run the programmer only red led go on
Moreover, i have my 7805 so hot
I cheek ic vcc and they are 4.97v
Moreover, 7812 shows 12.5v
Please help me to solve the problem

try to test it but none of address buss work correctly

Check installed chip positions (pin1). Note 4015 all are not in same direction.

Check visually programmer with magnifier under good light.
Get multimeter and check no shortages.
Attention on all Vcc lines ! Check no shorts on top layer lines between IC pins.
