1:most device need how vpp and vcc volt ?
2:0 to 30 volt for vpp and 0 to 8 volt for vcc is enough ?
i need know usually how vpp volt and vcc volt used for most device ?
for example : vpp 3.6 , 5 , 9 , 12 , 12.7 , 15 , 21 ,25 or vpp 7volt existent
for example : vcc 1.2 , 1.8 , 3 ,3.3 ,3.6 , 5 , 5.5 ,6.2,6.5 ,or vcc 4.5 volt existent

I do not have a true usb programmer schematic.
Looks it is MC34063 based where output voltage resistors are switched.
Your task is complicate. At first - what will be your programmer power supply ?
You are not able to have DC-DC converter from USB 5V to 21/25V for reliable old EPROM programming . USB is not able to provide such current without voltage drop and overload.
Is it necessary to create Vpp at level 3.6 and 5V, usually Vpp=Vcc selected ?

i will use +5 usb for most device and +12 to +15 for old eprom for this i use external adapter
for universal programmer this voltaj is enough
